In a recent string of provocations, the Serbian authorities have demonstrated a clear pattern of orchestrating incidents to justify their aggressive actions, particularly towards Kosovo. This tactic is not new and has been a recurring strategy for Serbia, echoing their actions during the Balkan conflicts of the 1990s. The historical context and the continuous pattern of behaviour from Serbia paint a concerning picture of a nation adept at manipulation and deceit.
Serbia's recent actions in Kosovo exemplify this strategy. Following the September 2022 agreement to align its foreign policy with Moscow, Serbia has escalated its interference in Kosovo, orchestrating a collective boycott of public institutions by Kosovar Serbs. This boycott was not a spontaneous act of civil disobedience but a calculated move designed to destabilise the region. The Serbian government further exacerbated the situation by erecting roadblocks, which inevitably led to the deployment of Kosovar police forces to ensure freedom of movement.
This deployment was exactly what Belgrade had hoped for. The Serbian authorities quickly seized the opportunity to frame Kosovo's necessary actions as oppressive, claiming that the rights and liberties of local Kosovar Serbs were being stifled. This narrative conveniently ignored the initial provocations and the orchestrated nature of the incidents. The subsequent attempt by Serbia to seize publicly owned municipal buildings in northern Mitrovica was another deliberate escalation. Kosovo's law enforcement rightly intervened to reclaim these buildings from Belgrade's orchestrated occupation, prompting Serbia to continue its misleading narrative of victimhood.
The situation reached a new level of tension in September 2023, when Serbia orchestrated a paramilitary operation aimed at annexing northern Kosovo in a manner reminiscent of Russia's annexation of Crimea. This move followed the pattern of aligning with Moscow's aggressive foreign policy and was a direct threat to Kosovo's territorial integrity. According to multiple foreign intelligence sources and public statements from the government of Kosovo, Serbia has been training its paramilitary units with the clear intent of launching further attacks on Kosovo. These actions have been enabled by the appeasement of key international figures, including some EU and US diplomats, as well as the US embassies in Belgrade and Prishtina.

The alignment of Serbia's leadership with Kremlin policies is not a recent development but a continuation of a historical trend. The current Serbian leadership team, often referred to as "Team Milosevic," includes individuals who played significant roles during the Milosevic era. President Aleksandar Vucic, who served as Milosevic’s information minister, was responsible for justifying the regime's crimes and war crimes against humanity. Ivica Dacic, the current Interior Minister, held the same role during Milosevic’s administration and has been implicated in numerous orchestrated incidents, such as the attack on Panda Cafe in Peja. In this notorious incident, Serbian secret service operatives killed Serbian children to justify subsequent massacres of ethnic Albanians in Kosovo.
