The document warns that these operations aim to undermine the EU’s governance machinery, delay vital aid to Ukraine, and fracture public confidence in digital security. In doing so, it notes, the operation would fulfil key objectives of the Kremlin’s hybrid warfare doctrine, a coordinated campaign that spans cyberwar, disinformation, and economic coercion.
